H. E. Mohamed Loutfy Mansour, Minister of Transport, Egypt
Mohamed Loutfy Mansour was born in Sharkia on January 23, 1948. He obtained a Bachelor’s degree in Engineering from North Carolina State University, USA in 1968 and a Masters degree in Business Administration from Auburn University, USA in 1971. Mansour then taught at Auburn University until 1973. He is the Founder and Chairman of Al Mansour Motor Group and Mantrac for heavy equipments with activities in Africa, Europe and the Middle East. Mansour was also the Chairman of Credit Agricole, Egypt, Founder and Chairman of the Lead Foundation, Secretary General of Future Foundation, Member of the Board of the Center for Contemporary Arab Studies at Georgetown University and a Member of the Board of the Social Fund for Development. Mansour served as the Chairman of the Egypt-U.S. Business Council and is the Former President of the American Chamber of Commerce in Egypt (1999-2003). He also served as Secretary General of the Egyptian Center for Economic Studies (ECES) from 1993 to 2004 and s a Former Board Member of the Cairo and Alexandria Stock Exchange. Mansour is married and has two sons.

Alaa E. El Ghadban, Investment Advisor to the Minster of Transport and Executive Advisor to the Board of Directors, Arab Paper and Hygienic Products Co. "Carmen"
As a member of the Executive Steering Committee for Arab Paper and Hygienic Products Co., Alaa E. El Ghadban is responsible for international and local purchases of all the company needs of raw materials, supplies and spare parts, internal audits of existing systems and procedures, overseeing the Human Resources Division and the establishment and management of a new division of Hotels’ sales. Prior to this role, El Ghadban worked as an Independent Business Consultant from 2002 to 2005, with clients including Lighthouse Publishing, IBM Egypt, A to Z Food, Arab Company for Packaging, Apollo Distribution and Publishing and others. He also worked for FinRate Consulting from 1999 to 2001 as the Senior Advisor to the Board of Directors and from 1996 to 1998 he held various General Manager positions at Al-Manar Al-Arabi Press (family owned company), Mena Touristic and Real Estate Investments and Delta EAB Brokerage S.A.E. El Ghadban conferred his MBA from Fordham University (Graduate School of Business) in New York, U.S.A.
with a Marketing Concentration in 1990 and has a Bachelor of Commerce from Cairo University (Faculty of Commerce), conferred in 1984. He also obtained a Modern Accounting Certificate (MAC) from the American University in Cairo, Egypt in 1984. El Ghadban has also attended a number of trainings and seminars, including Portfolio Management and Risk Diversification (American Express Bank New York, 1997), Marketing Course "Development of Management Skills" (Hazem Hassan & Co, 1994), one week of extensive methodology training in accounting and financial reporting (Longman Group U.K., 1994) and Critical Issues in Risk Analysis (Chemical Banking Corporation, N.Y., 1992).
Alfred Assil Anis, President of the Board and CEO, Technico Contracting and Trade
Alfred Assil Anis graduated in 1991 from the American University in Cairo with a B.A. in Economics. He currently serves as President of the Board and CEO of Tecnico Contracting and Trade, responsible for running the day-to-day business since 1989. He is also responsible for generating new business and allocating potential business opportunities, of networking with sub-contractors, clients and their various needs and has developed an organizational system of reporting and a hierarchy of responsibilities among company employees. He is also involved in a number of other key functions for the company and is actively a part of planning the new light rail public transportation for the new satellite cities. Prior to his serving as CEO of Technico, Anis was the General Manager of Menarail. Menarail is a joint venture between HTM (the public transport company of the city of The Hague, Utrecht and the Schiphol (Amsterdam airport) in The Netherlands and Tecnico contracting Co. In this capacity, he planned, studied and executed the renovation of all Alexandria light rail crossings, designed the new Heliopolis light rail renovation project and a new LRT line between Ain Shams and 10th of Ramadan City project. Anis also planned and designed a new LRT line between Alexandria and Borg el Arab City project while with Menarail. Anis is Chairman of the American Chamber of Commerce in Egypt’s Transportation Committee, the Egypt Representative for the Union Internationale de Transport Publique (UITP) and serves as Board member and Vice President for programs with the Project Management Institute.
Hisham El-Khazindar, Co-Founder, Citadel Capital
Prior to co-founding Citadel Capital with Dr. Ahmed Heikal, El-Khazindar was Executive Director of Investment Banking at EFG-Hermes, where he developed the firm’s investment banking business in Egypt, spearheaded its regional expansion and advised on key regional cross-border mergers and acquisitions. He also carried out high-profile equity offerings and placements, including the IPOs of Orascom Con¬struction Industries, Orascom Telecom and Ezz Steel. In 1999, he was on secondment to Goldman Sachs in London, where he advised European corporations on strategic options and M&A transactions. El-Khazin¬dar holds a BA in Economics from the American University in Cairo and an MBA from Harvard Business School. El-Khazindar is also Chairman of the American Chamber of Commerce in Egypt’s Investment and Capital Market Committee.
Ismail E. Mobarek, Professor (Emeritus), Faculty of Engineering, Cairo University and Advisor to the President and CEO of Sokhna Port Development Company
Dr. Ismail Mobarek graduated in 1956 from Cairo University with a B.Sc. in Civil Engineering and then, went on to confer both his M.Sc in Civil Engineering (1962) and Ph.D in Civil Engineering, Coastal Engineering and Ports, from the University of California, Berkeley, United States. Mobarek also obtained a Diploma in Coastal Engineering and Hydraulics from Delft University in 1958. From 1957 to 1972, he served as Engineer and Director of Works for the Suez Canal Authority and then from 1897 to 1980 worked as a Professor of Ports and Coastal Engineering in the Faculty of Engineering for Cairo University. Mobarek worked as a Principal Maritime Specialist for the World Bank in Washington DC during the 1980’s and 1990’s and as Managing Director for CDG from 1999 to 2002. He is presently a Professor (Emeritus) for the Faculty of Engineering at Cairo University as well as Advisor to the President and CEO of Sokhna Port Development Company. Mobarek has worked for more than 40 years in the port, maritime and coastal engineering sectors. He was responsible in the early 70s for the initiation of the Coastal Research Institute under the Ministry of Public Works and has designed and implemented numerous marine structures. While working under the World Bank, he helped to improve many ports in East and South Asia, such as: China (7 ports), Korea (2 ports), Indonesia, Philippines, Thailand, Malaysia, Karachi, India (6 ports), Sri Lanka and Bangladesh. He has also assisted the Kingdom of Saudi Arabia government in setting up the Strategy for the Maritime Sector and the Strategy for the Port Sector and the Kingdom of Bahrain government in setting up its Port Strategy. He has worked on port restructuring in Egypt, Saudi Arabia, Bahrain, Sri Lanka, Pakistan and China and was responsible for planning, supervising the designs and development of BOT projects in Freeways, Airports, Tunnels, Underground Garages, Hotels and tourist villages, as well as development projects based on the re-use of sewage water. Mobarek has participated in developing Rapid Transit Systems for the City of Alexandria-Borg el Arab and in planning and development of the new city of Amriyah south of Alexandria. Mobarek was also Deputy Director for the Red Sea Environmental Protection Program under ALECSO, where he assisted in developing the rules and regulations to protect the Red Sea, due to which the Red Sea is now considered to be the cleanest sea in this part of the World. He is also a member of many affiliations and has been published in numerous reputable magazines and periodicals.
James Frater, Chief Executive Officer, Hutchison Port Holdings (HPH)
James Frater has been with HPH since 1990, holding various positions with postings in the United Kingdom, Hong Kong, Oman and presently, Egypt. Prior to his career with HPH, he worked for P&O Ports as a Programme Director in Hyderabad, India and as a Group Operations Director in London. From 1975 to 1983, Frater worked for Sealand and prior to that for J Baird and Company (Falkirk). Frater holds a Certificate of Professional Competence with a specialization in Transport from Transport Management College in Scotland. He is father to two sons and one daughter.
Jens Floe, Managing Director, Suez Canal Container Terminal
Jens Floe joined the AP Moller-Maersk back in 1992. His initial career was as an engineer and technical support. Since then, Floe has held a number of managerial positions within the Group and joint ventures. His previous job experience includes postings to Egypt and South Africa as well as Denmark and the Netherlands. Floe has also completed a number of management and leadership courses at esteemed schools including Wharton in the United States, INSEAD in France and IMD Switzerland. Floe comes from a position as Senior Director in APM Terminals Int'l, from where he has substantial experience of Container Terminal projects (both business development, concession negotiation and execution) particularly in the Middle East and Africa. Floe is no stranger to Egypt, having been Operations Manager and Branch Manager Alexandria for Maersk Egypt from 1998 to 2000. He is married with one child.
Julia Brickell, Senior Operations Officer, International Finance Corporation (IFC), Advisory Services
Julia Brickell is a Senior Operations Officer with IFC’s Advisory Services group, who assist governments with Public-Private partnerships and Privatization advice. Previously, Bicknell was the Country Officer for Lebanon for the International Finance Corporation (IFC), heading their Beirut office. The IFC is part of the World Bank Group and has a mission to promote sustainable private sector investment in developing countries, helping to reduce poverty and improve people's lives. IFC achieves this through investment in the private sector and through a technical assistance program to governments and to the private sector on issues relating to privatization, public private partnerships, the financial sector, small and medium enterprises, and on the business environment. Prior to joining IFC, Brickell was a Vice President at Parsons Brinckerhoff, a major multinational project management and engineering company. During her tenure at Parsons Brinckerhoff, Brickell held a number of positions, the last being Assistant to the Chairman of the group's international operations. Brickell is a joint New Zealand and US National, and has lived and worked in the Middle East for most of her career.
M. Gamal Moharam, Chairman and CEO, Piraeus Bank Egypt
Mohamed Gamal Moharam is the Chairman and CEO of Piraeus Bank Egypt. He joined the bank, formerly named Egyptian Commercial Bank, in March 2002. Moharam previously acted as Chief Representative with The Bank of New York from 1985 to 2002. Prior to that he worked with Fleet National Bank from 1981 to 1985 and Citibank from 1979 to 1981. Moharam has been an active member of the American Chamber of Commerce Egypt since 1984, where he served as Executive Vice President and is currently in the Banking, Finance and Insurance Committee.
Mohamed Nada, Head of the Public Private Partnership Unit, Ministry of Transport, Egypt
Since Mohamed Nada’s appointment in July 2007 to Head of the Public Private Partnership (PPP) Unit at the Ministry of Transport, Egypt, the due diligence for the first two PPP road projects, has been successfully initiated by the MOT and advisory teams. Nada is also CEO of the Egyptian Railway Projects and Transport Company (ERJET), a company formed to manage all assets and investments of the Egyptian National Railway authority (ENR). This includes upgrading the services at railway stations and achieving their commercial potential through optimum planning of the retail and commercial offer. Before moving to Egypt, Nada was the Business Development Manager at the General Authority of Civil Aviation in Saudi Arabia where he was engaged in developing new business opportunities with the private sector at the international and domestic airports. He also successfully completed three PPP transactions, namely the Haj Terminal and Water Desalination Plant projects in Jeddah Airport, and the establishment of Duty Free at the three Saudi international airports. Previous experience includes airport facilities management at Jeddah airport, testing and approving mechanical engineering works at Jeddah airport with Ralph M. Parsons and developing a side-impact dummy for use in vehicle crash tests while working as a research engineer at the Motor Industry Research Association in Warwickshire, UK. Nada has a B.Sc. and a M.Sc. in Mechanical Engineering from Manchester University, UK, as well as a Diploma Certificate in "Civil Aviation Senior Management" from the London Business School.
Mounir Abdel Wahab El Zahid, Managing Director, HSBC Bank Egpyt
Mounir Abdel Wahab El Zahid began his banking career in 1977 in Financial Controls at Chase National Bank Egypt. In 1980, he joined Chase Manhattan Credit Training Programme. In July 1995, he was promoted to General Manager within the Commercial International Bank. He joined HSBC Bank Egypt (Egyptian British Bank at that time) as General Manager Corporate banking in 1996 and was then promoted to Executive Director and Deputy Managing in 2001. As from April 2006 he became Managing Director of HSBC Bank Egypt. In addition to his current responsibilities, in May 2005 El Zahid became the Chairman of HSBC Securities (Egypt) SAE.
Nermeen Ameen, Investment Consultant to the Minister of Transport, Ministry of Transport, Egypt
Nermeen Ameen graduated in 1996 from the faculty of commerce and business administration, accounting section. She was awarded the Chartered Financial Analyst designation in 1999. She started her career as a Financial/Investment analyst at EFG-Hermes, based in Cairo, assessing investment opportunities in the MENA region. She then progressed to work as a strategist to provide a top down perspective on different sectors of the Egyptian stock market. She worked as the Director of Investor Relations and Business Planning of EFG-Hermes where she represented the company with the investment community as well as the media locally and internationally. Ameen was also responsible for the business planning department where she studied all the new projects of the Group. In addition, she was a member of the Marketing Operating Committee to develop the overall marketing plan of the Group locally and regionally. Ameen then joined Oger Telecom, based in Dubai and Turkey as their Investor Relations Director where she led the company’s pilot fishing road show as well as the road show of launching the company’s IPO in the US, Europe and the MENA region. She was also a member of the business development team where she participated in the studying and planning phases of some of Oger’s new projects. Throughout her career, Ameen worked as an instructor in the American University in Cairo teaching several topics including Ethical and Professional Standards, Economics, Finance and Investment. Currently, Ameen works as an Investment Consultant in the Ministry of Transport where she is a member of the team of consultants to His Excellency Mohamed Mansour, responsible for handling the ministry’s investment opportunities in different sectors.
Omar Ahmed Fouad El Bakary, Deputy Minister of Transport, Ministry of Transport, Egypt
Omar El Bakary obtained his BSc. in Electrical Engineering from the Faculty of Engineering at Cairo University. From 1997 to 2001, El Bakary served as Managing Director of Unatrac Ltd and Unatrac International, heading 7 companies throughout the United Kingdom and Africa. Then, El Bakary held the position of Group Managing Director for Mantrac and Unatrac Group from 2001 to 2005, working in Egypt, UK, Iraq, Russia and throughout Africa. Presently, El Bakary is the Deputy Minister of Transport since 2005. He is skilled in French, English and Arabic languages.
Omar Mohanna, President, American Chamber of Commerce in Egypt and Chairman, Suez Cement Group of Companies
Omar Mohanna is chairman of Suez Cement Group of Companies, the largest cement producer in Egypt, and a board member of ACE Insurance Co., Egypt. Mohanna has over 25 years of commercial and investment banking experience with Egyptian and international financial institutions, which culminated in the position of vice chairman and managing director of Egypt Arab African Bank (EAAB). He has also held the position of managing director of Accor Hotels Group in Egypt and has been a member of the board of directors of diverse companies. Mohanna actively supports the interests of the Egyptian business community as president of the American Chamber of Commerce in Egypt, honorary chairman of the Egyptian Insurance Brokers’ Association (EIBA), and member of the U.S.-Egypt Business Council, Egypt’s International Economic Forum and the Egyptian Businessmen’s Association, among others. At the broader community level, he is board member of the New Civic Forum, the Egyptian Council for Foreign Affairs and the Association for the Protection of the Environment. As an economist, he brings his expertise to bear at the policy level in his capacity as vice chairman of the Egyptian Center for Economic Studies (ECES), member of the general assembly of the Holding Company for Roads, Bridges and Land Transport Projects, member of the board of trustees of the Egyptian Institute of Directors (EIoD), and board member of the Industrial Training Council (ITC).
Tarek El-Attar, Chairman, General Authority for Roads, Bridges, and Land Transport (GARBLT)
Eng. Tarek El-Attar obtained his B.Sc. in Mechanical Engineering from Cairo University in 1970. He also has a Professional Diploma in Economy of Industrial Enterprises (Poland, 1972) and a Professional Diploma in Management from the American University in Cairo (1974). El-Attar served as Chairman and Managing Director for a number of oil and gas joint venture production companies from 1996 to 2004, including RASHPETCO, BURULLUS, ZAAFARANA and ALAMIEN. From 2004 to 2005, he was the Vice Chairman of Egyptian Natural Gas Holding Company (EGAS). And from 2005 to 2006, El-Attar was Vice Chairman for Ganoub El-Wadi Petroleum Holding Company (GANOPE). He has also served as a Board Member to PETROJET, National Company for Road Construction, Management, and Development as well as the Egyptian National Institute for Transportation (ENIT). El-Attar is a member of the Transport Committee of the “National Democratic Party” and Former Member of the Rotary Cairo River Nile Club. El-Attar is married with two sons and two grandsons.
